48-Unit Apartment Complex to be built in Low Moor VA.

A developer plans to build a 48-unit apartment complex in the Low Moor area of Alleghany County. The apartments will be constructed by Robert Fralin, a Roanoke developer. Fralin will purchase property for the complex from the YMCA.
